Strategic City Profiling

City-level intelligence for donors, investors, and governments.

National risk indices tell you a country is fragile.

They do not tell you whether a specific port district can absorb a $40 million investment. Whether a municipality can legally authorize the contract. Whether a district’s security situation will hold for the six months it takes to mobilize.
That gap is where funding stalls, timelines collapse, and recovery sequences fail.

A Strategic City Profile delivers five critical layers

Population and Displacement Mapping.

where people live now, and the service demand that creates at the district level

Infrastructure Status Assessment.

assets graded functional, damaged-but-recoverable, or destroyed, with restoration costs and timelines

Economic Viability Analysis.

what commercial activity survives, what could restart with capital, and which supply chains remain intact

Governance and Authorization Mapping.

who holds real decision authority at the municipal level, and where formal and informal power diverge

Operational Security Zoning

a zone-by-zone assessment of where it is safe to operate, and under what conditions

Our methodology

  • We engage local authorities and operators before fieldwork begins—establishing legitimacy no desk study can.
  • We fill data gaps using AI systems built for data-void environments, cross-referenced against satellite imagery and field observation, with every estimate carrying an explicit confidence level.
  • We analyze the city as an interdependent system. The final Roadmap sequences what is fundable now, what needs preparation first, and what is not yet viable built to survive contact with implementation.

02

Engagement models

  • Rapid Baseline (14–21 days, remote) — a 25-page report and City Viability Score sufficient for a go/no-go decision.
  • Deep Diagnostic (6–8 weeks, flagship) — an 80–120-page report, full Roadmap, stakeholder map, and 10–14 days of in-country field deployment.
  • Sentinel Partnership (12-month retainer) everything in the Deep Diagnostic, refreshed quarterly, with a live dashboard and a dedicated embedded liaison.

03

The competitive edge

  • Where others assess cities from the outside, we work from the inside out—deploying mixed-methods field teams in direct coordination with local institutions.
  • Where others deliver reports, we deliver a decision sequence—what to do first, and why, not just a static description.
  • Where others use AI to process existing data, we use it to reconstruct missing data in cities where reliable baseline records simply do not exist—with explicit uncertainty bounds rather than false precision.

04

Trust is built in

  • Every report opens with an explicit confidence statement by dimension and includes a mandatory Contrarian Appendix—an internal red-team critique identifying what would disprove our own conclusions.
  • We identify specific events that should trigger reassessment, and we track our assessments against actual outcomes over time.

05

Who this serves

  • Donors and multilateral agencies allocating reconstruction funding across competing cities
  • Private investors and development finance institutions assessing re-entry viability
  • National ministries and municipal authorities sequencing recovery before conditions deteriorate further

How We Work

What Makes Takoma Different

Where others assess cities from the outside, we work from the inside out. Remote analysis and global indices are not wrong — they are insufficient. Takoma deploys mixed-methods field teams operating in direct coordination with local institutions, producing ground-truth intelligence that remote instruments cannot generate and that clients cannot replicate independently.

Where others deliver reports, we deliver a decision sequence. A static risk assessment answers the question: what is the situation? A Strategic City Profile answers: what do you do first, and why? The sequencing logic — what unlocks what, what spoils what, what conditions must be met before the next phase becomes viable — is the core product, not a conclusion appended to an analysis.

Where others use AI to process existing data, we use it to reconstruct missing data. In many of the cities we profile, reliable baseline records do not exist. Our AI workflows are built specifically for data-void environments — producing estimates of population distribution, infrastructure baselines, and economic indicators where primary sources are absent, and doing so with explicit uncertainty bounds rather than the appearance of precision that the underlying data cannot support.

Engagement Options

Rapid Baseline is designed for NGOs scoping new missions, investors conducting preliminary due diligence, and analysts requiring contextual grounding before deeper commitment. Delivered within 14 to 21 days. Clients receive a 25-page intelligence report, a 10-slide executive brief, a 60-minute virtual briefing, and a City Viability Score with confidence intervals. The assessment is conducted remotely through satellite imagery, open-source intelligence, and structured interviews with pre-vetted local informants. Sufficient to support an informed go/no-go determination.
Deep Diagnostic is our flagship engagement, designed for UN agencies planning multi-year programs, multilateral donors, private equity firms with existing in-country exposure, and national ministries coordinating reconstruction. Delivered within six to eight weeks. Clients receive an 80- to 120-page report, a 25-slide executive brief, a full City Viability Score with dimension-by-dimension scoring, a three-phase Roadmap with cost estimates and responsible actors, a stakeholder and political influence map, a Contrarian Appendix, and a 90-minute in-person or secure video briefing. The engagement includes 10 to 14 days of in-country field deployment by a team of four to six analysts and field specialists.
Sentinel Partnership is designed for major multilateral donors with significant portfolio exposure, sovereign wealth funds, and corporations with substantial local assets. A minimum 12-month retainer. Clients receive everything produced in the Deep Diagnostic, refreshed quarterly; a live secure dashboard with real-time indicator updates; 24/7 rapid response with a three-hour turnaround on crisis alerts; quarterly strategic reviews conducted in person; and a dedicated embedded liaison. This is a persistent intelligence capability that evolves with the city — not a one-time deliverable.

Trust and Transparency

Confidence Statement.
Every report opens with an explicit statement of our overall confidence level and our confidence by dimension. You know precisely where we are certain, where we are estimating, and what the basis for each determination is. We do not present uncertainty as fact.
Every report includes a mandatory adversarial section that identifies our key assumptions, specifies what evidence would disprove them, and presents an internal red-team critique of our own conclusions. We do not conceal what we do not know.
We identify the specific events — security escalation, political transition, significant displacement movement, funding environment shifts — that should prompt reassessment, and we provide rapid updates when they occur. You are not purchasing a report that ages on a shelf. You are purchasing an intelligence product that remains accountable to changing conditions.
No report is finalized without internal adversarial review. We track our assessments against actual outcomes over time. Our accuracy record is available to clients on request.

Who This Is For

Donors and multilateral agencies

Donors and multilateral agencies allocating reconstruction funding across competing cities and districts will find in the Strategic City Profile the city-level resolution that country-level instruments cannot provide — sequenced by absorption capacity and operational readiness, not by need in the abstract.

Private investors and development finance institutions

Private investors and development finance institutions assessing re-entry viability will receive an honest appraisal: what conditions on the ground are, what timeline is realistic, and what risks are currently unacceptable — before capital is committed to a context that standard models have not directly observed.

National ministries and municipal authorities

National ministries and municipal authorities working to sequence recovery before conditions deteriorate further will receive a shared, verifiable fact base — one built in direct collaboration with their institutions, not imposed upon them — and a roadmap calibrated to what their counterparts can authorize and deliver.

Engagements and Next Steps

Takoma accepts a limited number of city profiling engagements each quarter to preserve the analytical depth that distinguishes this work.

To discuss a specific city, timeline, and decision requirement, request a scoping call. We will provide a fixed-price proposal tailored to your context within five business days.
